Next Cabinet Minister To Leave Odds & Predictions (2025)

A look at the latest politics betting markets following the government’s spending review announcement on Wednesday, with odds on the next cabinet minister to leave ahead of the Autumn budget.
Chancellor of the Exchequer Rachel Reeves is 7/1 in William Hill’s politics betting odds to be the next cabinet minister to leave, following Wednesday’s spending review announcement.
While pressure has eased somewhat on Keir Starmer in the next Prime Minister betting market, Reeves has come under scrutiny ahead of the Autumn Budget.
Reeves is behind only Transport Secretary Heidi Alexander (4/1), Secretary of State for Northern Ireland Hilary Benn (5/1) and Secretary of State for Justice Shabana Mahmood (5/1) in the market to be the next minister to leave.
Reeves is expected to announce tax increases in her Autumn Budget, with Inheritance Tax 1/3 to be increased, while it’s 1/2 that she will decide to cut personal ISA allowances from their current £20,000 mark.
Capital Gains Tax is 6/4 to be raised in the autumn, but a rise in Income Tax is thought to be less likely at 10/1.
Spokesperson for William Hill, Lee Phelps, said: “After announcing record investment in her spending review yesterday, Chancellor Rachel Reeves has certainly set out her stall, but she could quickly come under pressure if plans fail to deliver a return to economic growth.
“We make Reeves 7/1 to be the next of Keir Starmer’s cabinet to leave their role, leaving her fourth in the betting behind Heidi Alexander (4/1), Hilary Benn and Shabana Mahmood (both 5/1).
“The looming threat of tax rises could also increase pressure on the Chancellor, and we think there’s a strong chance that Reeves will announce increases to Inheritance Tax (1/3) and Capital Gains Tax (6/4) in the autumn, while she is also 1/2 to reduce the personal ISA allowance for savers.”
