Former Deputy PM odds crash to replace Starmer; current Labour leader odds-on to leave before October

Angela Rayner has become the new favourite with William Hill to be the next Prime Minister after being cleared by HMRC over her tax affairs.

Rayner now heads the betting at 9/4, ahead of Andy Burnham at 3/1 and Ed Miliband at 5/1, with Wes Streeting now fourth in the market at 11/2 despite reports that he is preparing to resign from the government and mount a leadership challenge.

Attention is also turning to when Starmer might be replaced as Labour leader. The leading bookmaker make July–September 2026 the strong favourite window at 4/6, with 2027 or later at 9/4, October–December 2026 at 5/1 and a departure as early as May–June 2026 rated an 8/1 shot.

Next Prime Minister:

Angela Rayner 9/4
Andy Burnham 3/1
Ed Miliband 5/1
Wes Streeting 11/2
BAR 10/1

Month Keir Starmer Replaced as Labour Leader:

May – June 2026 – 8/1
July – September 2026 – 4/6
October – December 2026 – 5/1
2027 or later – 11/2

Spokesperson for William Hill, Lee Phelps, said: “Angela Rayner’s HMRC clearance has sent her odds tumbling in our Politics markets; she’s now 9/4 favourite to be the next Prime Minister, ahead of Andy Burnham at 3/1, with Ed Miliband 5/1 and Wes Streeting 11/2 – even as the Health Secretary is reportedly lining up a leadership challenge.

“We’re also anticipating a change of the guard at the top of the Labour party, with July to September 2026 a strong 4/6 favourite for when Keir Starmer is replaced as leader, and that combination of a strengthened Rayner and a ticking clock on Starmer’s tenure is exactly what is driving the latest moves in our politics book.”
